Background: The AUC and UNDP established the Africa Facility to Support Inclusive Transitions (AFSIT), a programmatic instrument to support complex political transitions in Africa. The UN Office of the Special Envoy for the Horn of Africa, through the UN Regional Prevention and Integration Strategy for the Horn of Africa, also supports national efforts aimed at promoting democratic governance, peace and security, economic development, regional integration, and climate action, also recognizing the role of CSOs as key partners in this endeavour. International IDEA and other stakeholders also support prevention and peacebuilding efforts by enhancing the collaborative involvement of CSOs in regional conflict resolution initiatives. This regional dialogue will serve as a platform to identify challenges, opportunities, and ways to enhance partnerships to support democratic governance and political transition processes effectively. It will also provide the space for cross-fertilization of knowledge, learning and capacity building.

Who: The regional dialogue, jointly convened by the Africa Union Commission, UN Office of the Special Envoy for the Horn of Africa, UNDP Africa, IGAD and International IDEA, will bring together government representatives from the IGAD member states, civil society groups and regional/sub-regional organizations, as well as development partners.

Why: The main objectives of the dialogue are to develop a shared assessment of the state of democratic governance and political transition in the Horn of Africa, to facilitate the exchange of experiences, good practices and lessons learned in democratic transformation processes, and the role of key stakeholders from across governance and security institutions, political actors/entities, civil society, multilateral institutions and international partners in the implementation of political reforms and the management of political transition processes in the Horn of Africa and beyond; and to strengthen collaboration between state and non-state actors including governments, opposition parties (registered) and civil society groups, including women and youth-led/focused organizations to support democratic transformation and political transitions in the region.
